On Feb. 5, the former county commissioner filed to run for mayor of Lubbock, making it a four-man race for the open seat in the May 7 municipal election.
“If your family is struggling to pay taxes, fees and utility bills, vote for me,” Gutierrez said.
He spoke of his four-point “Future Prosperity of Lubbock” plan, which focuses on updating the City Charter, zero-based budgeting, a plan for hidden tax elimination and paying off the city’s $1-billion-plus debt.

Caleb Brandon Michie, 18, was booked into the Lubbock County Detention Center on Friday afternoon, according to Lubbock Fire Rescue.
The Lubbock Fire Marshal’s Office charged Michie with arson and burglary.
Additional arrests are pending, according to the statement.
The abandoned building was a total loss from the fire that burned for more than an hour.
Indonesian students at Texas Tech said tsunami alert after Wednesday’s earthquake in Indonesia brought back anxiety stemming from 2004 natural disaster.
Applied linguistics student Dean Maulidin said tension exists after the 2004 tsunami struck Indonesia and surrounding areas claiming the lives of at least 280,000 people according to the World Health Organization

Lubbock police released photos Wednesday morning of two suspects leaving a store after using a credit card connected to a vehicle burglary.
Police posted the surveillance footage stills on social media to help identify the pair.
On Feb. 15, the suspects were seen leaving a Walmart Supercenter location in the 1900 block of Marsha Sharp Freeway.
Police said the pair used a credit card believed to be stolen during a previous vehicle burglary.
